- FeedonFeeds [server side personal RSS (and Atom!) aggregator] (full description]
- magpierss [a SourceForge-project]: MagpieRSS provides an XML-based (expat) RSS parser in PHP.

FeedOnFeeds will let admins create a system-wide list of subscriptions, and will also let registered users create their own subscriptions. Any user, registered or un-registered can update any feed, but only the user who subscribed it can edit it or delete it.
