PHPMailer is a PHP-Class for PHP (www.php.net) providing a package of functions to send emails. Main Features are HTML-Mail and Emails with attachments. How to Install PHP 5, Apache 2 and SQLite on Windows is a tutorial that will guide you, literally, step by step with screenshots. Edward Tanguay does a most excellent job of detailing the process for those that have been wanting to try but didn't want to rush into the land where angels fear to tread. Definitely a must read.
